I do understand your concern regarding your account being limited. For the safety and security of the network, PayPal often review accounts for potential risks which may lead to a limitation being placed on the account, depending on what is found during the review, your account may become limited. How to reach out to an actual person? In your customer service, it's either a generated same question/answers or they say that they don't have a current contact to a personal assistant.

I have the same issue,  the paypal is permanently limiting my account, but there is no specific reason, I called paypal support several times, but they said same thing that I can't use the paypal any more and can't provide the specific reason that has made the limitation. They said that I need to wait for 180 days to withdraw my balance to my bank. But I just need to specific reason, I reviewed the user agreement several times, but i haven't done any activities against paypal policy. So I just wanted to address the issue quickly.

This just happened to me today. I was trying to withdraw from Balance to linked banks. A withdraw block was in place. I learned to wait a while then call in to see if Support has a "verify" or "override" option. One was available. I made a number of much smaller amounts. 8 smaller amounts went through, then blocked again. I waited 20 minutes, called in again asking for verify or override option. One was available. While on with Support I tried another smaller transaction. It did not go through and then Account was Permanently Limited. Remember, I was on with Support at the time, they said they had overrode the withdrawal block, before I tried withdrawals that caused Permanent Limitation. To make matters worse, the 8 smaller transactions that had previously gone through were clawed back to my Balance account and now appear to be locked for 180 days. This is a personal account, not a business account. I only transfer monies between accounts I own. PayPal does not have any liability to cover from buyers, yet claim they have a right to hold my money for 180 days.

Edit:I've since read through the User Agreement and Acceptable Use. Can't figure what I violated, except maybe the part about overworking their site, since I tried around 12-14 times to initiate withdrawals to my linked accounts. Though, I would think PayPal has that capacity and I only tried so many smaller withdrawals upon advise of Support when the System wouldn't allow the total amount in one withdrawal.
