PayPal reversed a fraud refund because I contacted my bank about a separate fraud attempt

So at the end of October I became the victim of a cyber attack. Someone used my PayPal for an unauthorized purchase. I am the only person who has any access to the account. I contacted the seller, who was informed it was fraud and I got a name for who ordered it, and contacted my bank who told me to talk to PayPal since the charge never hit my bank account.

I contacted PayPal, reporting it as fraud and they refunded the payment at the end of October the same day I reported it. About a week later the company attempted a retry of the payment going directly to my bank completely skipping paypal entirely. I contacted my bank, reported it as fraud, and they refunded the amount as well.

I thought this was the end of it, but at the end of November 24 days later PayPal reversed their refund and took the money back out. After going back and forth with their support and my bank and uploading documents PayPal told me that because I contacted my bank that there's nothing they can do and the decision was final because I contacted my bank. They wouldn't let me upload or do anything further to show them the different transactions.
