Got someone sending me money asking for payment to recieve

PayPal does not charge any fees to confirm a payment or an account. The email you've received is not legitimate. You can learn more about spotting fake emails in this Help Center article.

Thank you for your reply. I'm sorry for any confusion you're experiencing.
If the email you received contains the line that you quoted in your initial post, it's not a legitimate email. Fraudsters may disguise their email addresses so that they appear to be sending from PayPal, and the formatting of their email text may make it appear that their message is legitimate. That can make it hard to tell the difference. I recommend reading the information in the article I linked in my post to help you understand the elements to look out for.
