I am doing international shipping. It's takes 15 days to deliver the shipment 

After paypal will release the amount?

In this situation I want to issue refund to buyers. How its works. Is it possible to refund

The second link tells you exactly when funds are released.

As for a refund you can refund whenever you want but if the funds are on hold then the refund monies would come from your bank account instead.

Also if you 'only' have the buyers payment in your paypal balance then you would not be able to issue a full refund from that balance, because paypal does not return the fee you were charged to receive the payment as part of any refund you make.

You can't add funds to a balance in your country, any refund would automatically be deducted from a balance or bank account. 

As long as you have added and confirmed that bank account to your paypal account.
