declined payments-no issues with bank

my bank had a fraud hold on my debit card for less than 1 hour 2 weeks ago.  It was quickly resolved.  Pay pal continues to decline transactions.  I checked with my bank- there is no hold and they have zero records of any declined transactions yet I have been unable to get a hold of anyone at paypal to update and correct. Suggestions?

Contact options for each countries Paypal customer services are accessed by clicking help/contact bottom left of Paypal pages.

1. Paypal phones (you can use the guest option if you can't log in).
2. Live chat is also randomly available.
3. You can send them a message, (during business hours you may also be able to message whilst logged out).
4. Have you considered contacting Customer Service via Facebook or Twitter?
You can send them a personal message from their Facebook or Twitter pages.

I have not heard from twitter but facebook "doesn't understand" and has told me to try chat which I did yesterday only to receive pat answers that had no value in getting resolution
