Authorisation Letter

Paypal support keeps rejecting my authorization letter for Transfer of my funds from my restricted account. It's been over 180 days and whenever I send an authorization letter with a PayPal email of a friend or family, they always reject it and ask for another, not exactly explaining the issue with the account. They always state the system is refusing to send the money due to high risk in the account. The last account I provided was accepted, only for them to send another message rejecting it for same reasons they rejected all others. At this point I have exhausted all the contacts I have to use as recipients. Please can someone provide a solution to help me with this? Thank you

I have the same Issue + they now stopped answering. i have 4000 usd in my account that i cant use...
