Bank Transfer Issue

I have a PayPal business account and I have been plagued with issues. I receive money in USD to my UK account from work. I can't withdraw my money to any US bank account like one from Wise/Transferwise. I got charged a fee from a company I allowed access to my account 5 years ago today. I struggled a lot to find the settings page for automatic payments as it was not anywhere in the settings but under the payment resolutions page. I get logged out of my PayPal account consistently even on the apps. Today I decided PayPal wasn't worth my time so I exchanged my USD balance to GBP. The exchange rate was far worse than other similar services. After adding a bank account successfully and trying to withdraw my GBP to my bank account I got the error: Things don't appear to be working at the moment. (it describes PayPal as an experience quite well) I tried to lift the account limits which seems like a bad feature however the link in settings continuously timed out. Once it finally loaded I pressed the lift limits button and was transported to the add bank screen. I did so for another bank and encountered the same error. My account dashboard shows my money is still in USD but this is a glitch as when I go to the details it says it is in GBP. PayPal is not a very secure platform by default and therefore scammers and hackers target PayPal users. The unlucky who fall victim often have no chance of getting justice as PayPal does not want to help them. I wanted to complain to support staff however the customer help page clearly does not want people to contact PayPal. I'm looking to see if anyone has had similar experiences or if a member of staff might tell me why trying to withdraw money does not work.
