Can a merchant charge my account with just an email from me agreeing to the charge?

Just as the title says. Merchant advised by email that the cost of an item I ordered is higher than originally charged. I agreed to it by return email expecting to be sent a Paypal invoice. But instead I received notification that I have authorised a payment. When I checked, the amount in the notification email is lower than the amount in my dashboard. Is this normal?
