Can not use PayPal balance to pay Xoom fee

Trying to send money abroad from PayPal balance via Xoom. I am based in the UK and recipient is in Macedonia, and it is a cash pick up from an authorized location.
Everything seems fine until I get to the part where it's asking me to pay the fee and the choices are Bank account, Debit card and Credit card, but not PayPal balance. I have enough funds in my balance to cover the payment and the fee. So what gives? Why can't I see PayPal balance as option?

If you have funds in your balance then they have to be in the correct currency, paypal only auto converts from a bank account or card.

Then if you are sending USD to a USD currency account its in the right currency isn't it???
As I correctly said funds in your balance have to be in the correct currency which you have now confirmed yours are, which you did NOT say in your first post.

Also, what you're claiming is not correct. I get paid through PayPal in USD and regularly transfer funds to my UK bank account, which is in GBP, with PayPal automatically converting the USD into GBP.

Again not what I said, you were talking about sending funds from one paypal account to another paypal account funded from your balance, hence as you had USD (which you did not say in your first post) and the account sending to can accept USD then it was the correct currency wasn't it.
re your last comment I was not talking about WITHDRAWING funds when paypal does auto convert. I was answering your post about SENDING funds from a balance which have to be in the correct currency that the recipient can accept.
So my information was correct.

I did not say I am sending money from one PayPal account to another PayPayl account. I said "Trying to send money abroad from PayPal balance via Xoom. I am based in the UK and recipient is in Macedonia, and it is a cash pick up from an authorized location."
To repeat, I am based in thee UK. I have USD in my PayPal balance. I am trying to send USD to someone in another country who will pick up the money as cash at an authorized location. There is a transfer fee for Xoom payments, and when I get to the stage of paying the transfer fee, the only options given are bank account, debit card, and credit card, but NOT my PayPal balance. Why am I not able to pay the transfer fee with my PayPal balance?
