How do I receive or refund a payment on hold from a permanently limited account?

I recently received a payment from Depop that has been put on hold due to identity verification. The verification has failed. If I cannot access the funds, is it possible to refund them to the original owner? The Issue a Refund button was not present on the transaction and my account is permanently limited.
