How to recover funds from a frozen recipients account?

Hi All
 I sent "Family and Friends" funds to an account, which was marked "complete", on my dashboard.
I am now informed that the recipient's account is frozen, so they cant login to access the funds or allow a refund..( by the recipients friend)
PayPal says that they can't tell if the funds have been withdrawn from the account or not.. they are marked "complete" when they reach the account belonging to the email used.
The recipient could be lying and say the account is frozen, when really they have withdrawn the funds.
I think that privacy issues would prevent PayPal from saying if the account IS really frozen or not.

Any suggestions or workarounds?

If by frozen you mean limited then you can't send funds to a limited account, if its marked as sent on your side then it has successfully transferred to the recipient.

Be careful as scammers tell you to send funds using that option and then pretend they haven't received it for some reason knowing that as you used the friends/family option there is nothing you can do about it as you have negated your buyer protection.

Yes, thanks for the warning, I have heard of this rort with online gift cards. you send them and they say they could not redeem. especially any cards that are for crypto.. then they ask you to resend a new card, and amazingly a few days later... the initial card is redeemed. The place is so full of greed and scammers.... so I will persist and see if I can dig deeper.  I was amazed when PP do not have a time log on the withdrawal...
