Refund from seller is less than I paid, $80.NZ dollars, they've only refunded $73NZ, is that fair?

The refund is less than what I paid, is this fair? Should I accept or make a fuss?

You can open a dispute for non receipt of item OR item received but not as described to see if you can get the remainder of the refund if those options apply?
