Since when do eBay and PayPal policies trump Aust Consumer law??

They don't, if you are not covered by Ebay or Paypals buyer protection policies then you still have the right to take your own personal private action using any consumer laws in your country.
Ebay and Paypal are 2 totally separate companies and each have their own buyer protection policies.
Ebay covers you for 30 days and Paypal for 180 days. So if you lost on Ebay try on Paypal.
Paypals customer are both buyers and sellers so can't cover both parties 100%, so they give some buyer and some seller protection and then its up to us to risk assess out transactions.

Paypal made their buyer protection 180 days to bring it in line with credit cards who equally have chargebacks ''up to'' 180 days.
Are you saying every credit card company in the world is breaking local rules as well? Because after that time frame you have to take your own legal action just the same as you do with paypal.

If you go to Harvey Norman and buy a Samsung fridge, and 12 months later it dies. ACL dictates you have to deal with Harvey N for resolution, not Samsung -
However if you paid by credit card and were declined for whatever reason THEN you have the right to use your local laws to sue whichever company applies. Same with paypal, if you were declined via paypal for whatever reason then you have the right to sue locally.
