Why are there still limits on confirmed debit cards?

Hello again,
I have a "Personal" PayPal account with USD as the "Primary" currency. I have confirmed my multicurrency debit card. My card is linked to a multicurrency bank account that accepts USD directly. Why am I restricted to transferring a maximum of USD 2,500 per transfer even though I'm verified? I live in Georgia, the country.

Thank you for responding but I had read that article before posting to this forum: that article did not answer my question because I am, assuming I'm using PayPal the right way, restricted to transferring a maximum of USD 2,500 to my confirmed debit card that is directly linked to my multicurrency bank account that accepts USD in the Republic of Georgia (my country of residence).
