Removed the card already but Paypal says "No you didn't"

I deleted my credit card from another account of mine and also deleted the account itself. It was a week ago, but I still cannot link the same card to this account. It says; "This card is linked to another PayPal account. Please remove the card from the other account or try a different payment method."

Allow 72 hours between removing and adding + clear cookies/cache and if no luck try another browser/device OR ask customer services for help to link it?

Yes I know but you have been trying to add the card during that time haven't you. I said leave it completely for 72 clear hours before trying to re-add to allow the system to update.
