Payment declined

I have a credit card on file.  It's my preferred card.  The card number, expiration date and 3 digit code are all correct.  In fact, I just used it, last evening, to make a $25 purchase at Lowes.  I'm trying to make a $2,000 purchase to a private party and it won't go through.  I have checked everything that Paypal suggests checking and everything seems as it should.  I don't know why the payment will go through.  Further, I can't figure out how to EMAIL Paypal about the issue.  


Can someone please provide me with some guidance?
