Why am I being double-charged for UPS shipping?

first they submit the transaction for authorisation,then they submit the charge,

You are only charged once.

I know that this can be confusing sometimes, but as long as it is showing as "order and authorization" with the same merchant that means that it's only a single charge, and just in case you were doubled charge by UPS nothing to worry about cause if UPS determined that the label wasn't use they'll cancel the label after 5 days and credit the money back to your PayPal account.

No mater what the Moderators say there are so many complaints, this process needs to be simplified so once the funds are deducted from your paypal account that's it close case. If UPS wants more money it should be a new transaction. I'm tried on paying UPS seeing the funds deducted from my balance, then immediately withdrawing the remaining balance and UPS charging again causing a negative balance. If I must us UPS for shipping I will not be paying Through paypal.
