How can I withdraw money to my debit card?

Hello!

I want to withdraw some of my founds from my paypal balance to a debit card.

The "Paypal Offerings Worldwide" page says I should be able to do so:

However, I cannot seem to be able tlo figure out how to do so. If I choose "Transfer money" (on the paypal summary page), then choose the "From" field as my PayPal Balance, the only option left for the "To" field is an U.S. bank account. So how am I supposed to do this?

if you can find a bank which is part of VISA Europe and issue you a VISA DEBIT card,you can withdraw but it looks like there is none in ROMANIA.

I do have a Visa debit card issued by "Banca Transilvania". I have not added it to PayPal yet though (the one added is a MasterCard). So should I be able to use it after adding it?
