Is there a way I can setup monitoring on the Paypal API?

I am trying to find a way to be able to monitoring the paypal API in case it goes down. 

I would like to be able to have a screen to show its status of an alerting system, more then just the email notice that is on offer or the system status Page. 

Is there a trap or something I can setup to check it status?
