My Netspend account balance is $0.06 , I able to receive the 2 small deposits to link it to PayPal?

I'm trying to link my Netspend account to my PayPal account as my bank account (as Netspend explains how to/suggests to do so) because I don't have an actual bank account and need to obtain my funds that I currently have just sitting there on my account... so, since I DO have a Netspend card/account, and it does give the option to transfer funds from PayPal, I decided to enter my Netspend account as my bank account on PayPal by entering the Netspend account and routing number under the "link a bank account" option on PayPal. Of course, after doing that, PayPal has to verify the bank account (Netspend account) by doing the two small deposits. That's fine with me, I totally understand why they do that and fully support it also. However, currently, my Netspend only has $0.06 in the account. Will my current lack of funds end up affecting my ability to verify the account (i.e. verification failed, etc.)? Or does that matter at all? Also, I have noticed some people saying that PayPal and Netspend are NOT compatible (although Netspend gives detailed directions how to link the two accounts), so, IF I'm not able to link Netspend as my bank account for PayPal, then what else can I do in order to get my current PayPal available funds (which is currently only $20)? As I said, I do NOT have a bank account or ANY other account besides the Netspend account. Is there ANY other way to obtain my PayPal funds? Well, besides getting it in a check because I only have $20 in there right now, after the fee to send a check, plus the fee to cash it at a check cashers, I won't have much leftover (which kind of defeats the purpose of even needing to get the $20 in the first place, right?). IF I AM able to successfully verify my Netspend account on my PayPal, how long does it take to transfer the funds from PayPal to Netspend?

Since PayPal is doing deposits and not charging the bank account, then the 6 cents would not affect the verification but PayPal is not compatible with those bank accounts that come with prepaid cards because PayPal has their own prepaid card w/optional bank account/direct deposit so it might not work.
The only other way to access your money is to get a PayPal debit card but you have to have a business account or a personal account that has received at least $500 within the last 12 months. Or just spend your PayPal balance by making a purchase or send money to someone.
