As new member, PayPal wants to make sure you satisfy your buyers who just might file a dispute. PayPal needs to protect it's business so funds will be held as long as necessary, up to 21 day, when a buyer pays. Furthermore, PayPal will limit how much you can withdraw to your bank account on a monthly basis. You need to establish a good business record of no disputes before PayPal will increase the monthly and/or daily limit.
If your account has higher disputes, PayPal can withhold a certain % of funds as part of the security and risk control measures.
Establish good business practices of selling tangible items which you already posessess and you're off to a good start. Then, manage all customer disputes without PayPal involvement.
