I thought I read somewhere that I can refuse a refund for a particular person on PayPal. Where would I set this up?

Simply, you cannot. You cannot prove delivery as delivery must be by online tracking.
A buyer can simply clain non-delivery. Seller has no proof. Buyer gets autoamtic refund.
It is a typical Craig's List scam.
Advertising an item for sale on Craig's List is like announcing you will accept a scam.
The ONLY safe way to accept payment for local pickup is CASH.
Just let the seller know you will only accept cash. Buyer will disappear quickly letting you know it was an intended scam.

PayPal is OK for shipping, but NOT for local pickup.
If you accept PayPal you must ship by USPS (UPS, FedEx) and have online tracking number to provide to PayPal. Before shipping you also need to check the PayPal transaction detail page for the "OK to ship" and then ship to buyers registered address, NO exceptions.
Click on Legal at the bottom of the page for the requirements for seller protection. Not all products are acceptable.

There is NO SELLER PROTECTION FOR LOCAL PICK-UP. It's clearly stated in policies. Now is a good to to review the details.
Cash only.
There is no rational reason why the buyer can't produce cash. The buyer claims there are funds in PayPal; this means the buyer HAS CASH AVAILABLE.
The buyer is much more experienced that you are with PayPall and know how to get free stuff.
Don't make excuses in favor of the buyer.
