Send tracking number before payment is cleared?

Hi!
I have a situation. I have recently selled a phone on Ebay. On my PayPal account the payment appears as Received & also Pending. And it says 'Don't ship yet. Wait until the payment clears'. The thing is that the buyer tells me that they need the tracking number for the money to be used, according to his bank.
May that be true? Or is it a scam? I am not sure of what happens if I generate a tracking number without actually shipping it.
Can anyone help me? I've been looking for answers but couldn't find any on the same circumstance.

Sounds a bit off - follow the proper steps, else you will get scammed. Banks don't ask for that kind of info and there's a good chance your buyer is just making this up to try to expedite things for what ever reason.

I was hoping that someone would tell me that, because I don't trust this buyer. He also tried to convince me that he needs the product to be shipped asap, which I told him I'm not going to do until the payment is cleared.

he could have resold your phone and needs a tracking number to show the buyer.
He could give you his buyer address as well,
but thats just my speculation.
you can prepare a label with tracking and then void it ,but your money would not be refunded back to you until days later when USPS is sure you have not used it.
I would not comply with his request.

Seems like a scam to me.
Never ship when PayPal shows a payment as pending. PayPal will let you know when it is OK to ship. So WAIT until such time; NO exceptions.
In this case my guess is that the payment will eventually fail. The buyer has experience with failed paymetns and want to make sure you ship before the payment clears. If you ship before the payment clears and it fails the buyer will have a free phone and you have no PayPal protection.
There have been serveral recent reports like this.
Selling phone is extremely high risk and a great invitation for scammers.

Same here. Buyer contacts me asking for the quickest shipping way because he wanted for birthday gift. I assured him that i will ship it immediately with express shipping etc, he purchases the item but payment isn't clear. He told me that i have to add tracking number in order to get my money. Paypal shows pending and not to ship yet.
Of course i didn't post it.
