Sold item for $33,000 on ebay and seller claims not receipt even though tracking shows delivered.

FedEx shows delivered and signed for. PayPal refunds money to the buyer. We provided the tracking number to his address. PayPal representative told me nothing to worry about because tracking shows delivered. I get an email tonight that PayPal ruled in his favor!!!! Now we're out $33,000 and a Patek Philippe watch for $33,000. I am totally shocked that this could have happened.

I dont understand how they can rule in favor of the buyer if you sent it with delivery confirmation...

first,'seller claims not receipt' ,who is the seller ?and who is the buyer?
ebay /paypal seller protection for any payment $750 or more,must be signed for,did you ship to the address he has registered on Ebay as his shipping address or on his Paypal payment notice to you?
Since this is an Ebay transaction,he has 30 days to file,Ebay offers seller protection so review the terms,there is a customer service dept for anything over $1000,if you need to talk to them.
He files on Paypal,so review Paypal seller protection-find the payment notice or the transaction in your paypal account,the item must be eligible for seller protection,a watch is definitely eligible,and you must ship to the address in the Paypal payment notice.
of course it must have signature besides tracking,for payment $750 or more.
you need to appeal or call Paypal.

You basically got scammed. I see what the buyer did. They are very knowledgeable on how PayPal works. There probably wasn't a shipping address on the PayPal payment notification you received. The buyer likely didn't pay via eBay checkout. They went to Send & Request page of their PayPal account and sent a goods and services payment but ticked the "no address needed" box, the way to indicate that it was a "service". Then messaged you where to ship it. Is the buyer intl and domestic? As the saying goes...do not sell on ebay and accept payment through PayPal for goods you cannot afford to lose.

I would definitely make a police report (include the name and shipping address the buyer supplied) and a report to ic3.gov and ring back PayPal and try to reopen the case. Sellers have to watch out by really familiarize themselves with every way PayPal can be used, including the moves the buyer pulled to get the spider senses tingling when a payment is not normal. Not just receiving payment but whether a payment also includes a shipping address or not. Checking to see if you have seller protection on the payment on the classic payment details page. Look at that page now, it probably says you are not eligible for protection, yes?

yes,find either the Paypal payment notice email and what does it say ?is the item whole or fully eligible for protection?
is there a shipping address you must ship to?
if both answers are yes and you have signature as well,you should be protected by Paypal.
He filed on Paypal not EBay,did you guys skip Ebay to avoid Ebay fees?
if so,then it is off ebay transaction,ebay is not involved.
This is the second scam I heard,last one was posted on Ebay seller forum,a Florida shop in business for 60 years,been selling on Ebay for several years,shipped a preowned Rolex with box and trimmings to domestic buyer via Fed Exp,$24k.,weighs 4 lbs
Buyer wants t o return the item,,so they issued a call tag via Fed Exp,it weighs 1 lb,so they call the police and open the box in front of the police,it was empty so they filed a report right there.
Then they called Ebay high value customer service,they were told to refund in full and then deal with it with Fed Exp,but they did not take out insurance for return,Fed Exp offers indemnity,not insurance,so usually the seller takes out insurance with private insurere,in this case,it was a return and they did not insure it.
Dont sell anything you cant afford to lose,Ebay attracts many scammers who make a living scamming.
If this were an Ebay transaction,I doubt he can get away with no shipping address as he placed the order on Ebay and it is an order for physical goods,not services and there should be his shipping address on file.
ebay fee for the watch would be 10%=$3300

what does the Paypal payment notice you received said-
does it say OK to ship?
does it say it is whole or part eligible for seller protection
does it give you an address to ship to?
if all are YES,then appeal
Never trust Paypal rep 100%,many dont know what they are talkiing about.
