Walmart Visa Gift Card Not Card Declined & Denied by merchant

I bought this visa gift card from walmart and have had no problem doing so before, usually they're ready to use. This time however I had to register it on walmarts gift card website and from there i matched the info adding the card to my paypal account, I then tried to pay for something and it kept denying the card and when it didnt deny it the merchant did, ive tried everything on walmarts website but all the numbers from there are just automated and offer no help so im clueless as to what to do now. Also the card is not a vanilla card it is just the walmart visa gift card.

Have you tried just using the card to checkout without logging in to PayPal?

Where im trying to check out at the only accepted payment options are paypal and some other thing called pay wall or something like that. So it wont let me.

Ok, I see.  Did you complete verification of the gift card with the $1.95 charge and 4-digit PayPal code before using the card?

Its not a green dot card, its just a walmart gift card but it shows up as a visa gift card, i registered it at walmartgift.com, matched the info with my paypal, then went to pay and it says now "denied by card issuer". but the card is a grey card says visa in the bottom right and has that walmart logo in the top left, it does not have that silver dove icon that the cards i used to get have though, but im not sure as to what to do now.
