We can't send your payments right now. ISSUE

I am having issue that I cannot resolve. I have already contacted paypal by message but noone answers to my questions. Here is what I am struggling with. I have been trying to send money to the friend But it is constantly blocking with message:"We can't send your payments right now. If the problem continues please contact Customer Support. If you continue to encounter problems, please contact customer service." What is going on, and when will I be able to do it?
Also I can pay for items on ebay. But sending money to someone or paying for item on any other service but ebay cannot be processed.

Unless you disclose details about what you are attempting and details about your account, there is no one anyone here can know an answer to your situation.

You will need to phone PayPal support for help; they do not resonde to account-spcific issues by email.  For other matters email wil take several days to resolve.

I am trying to send money to my friend. i have already sent him money few times before, but right now the paypal is blocking the transaction to him or to https://safishing.com/ with the same message i sent in last post. But when I am making payment on ebay, the paypal is not blocking the transaction.
What else do i need to tell you to help me?

What countries? My country is Croatia. His is Romania.

What currencies? USD.

What is the funding source? Sending is from my paypal balance. I have money on my paypal account

How much? 100$

How are you trying to send the money? I tried "Send money to friends and family" and also "pay for goods and services". 

 

What does the web site have to do with sending money? Website does not have anything to do with sending money, but it has something to do with paying. I am also blocked to make a payment if the person who I am paying for services is not ebay seller.

It could be currency issues with country money transfer restrictions.

It could be that you don't have a backup funding source.

It could be currency issues.

It could be because you've made too many attempts as if you are testing the system.

It could be that had too many recent transfers.

 

Are you buying from the website? 

 

It might reset if you wait several days before any more attempts.  Too many attempts makes your activities suspect.

I have the backup option. 
I haven't tried for at least 3 days, and still the same thing. 
I was trying to buy the item from that website

Hi! Have you been able to resolve the issue? Because I am e experiencing the same thing over and over again, I have made a few payments one day ago and since yesterday I have been receiving the same message, however, I have verified everything I can, I have no limits on both paypal and my bank account. By the way, did you check your card if there are any issues with it? I am trying everything right now, I have even deleted all the cookies, did not help at all. And do I have to mention that the PayPal support is good for nothing basically as I have been messaging them non-stop and did not get any useful information? 

I also have linked another card.. 

Basically, I do not know what to do next....

I had the same problem recently. What I eventually found out was that it was because I was outside my native country and trying to send money to a family member back home. The first time I sent money, it was a small amount, and it went through okay. From the second attempt, I began receiving that message.

 

When I called PayPal (the only way to get an intelligent answer), I was told that security mechanisms are triggered when the site detects that you are accessing it from a different country than where you set up your account.

 

I was suggested to attempt to file a "Travel Profile" and was given a link to do so, however I was also told that this is ideally done before leaving the country. Of course, I was out of the country already. Had I known that there would be any problem accessing my account to send money, or withdraw money, I would have done that beforehand.  Sure enough, the site would not let me file a travel profile. When I asked my family member to log in to my PP account to try to do it for me, she told me that the site said that the particular country I am in is not eligible for a travel profile anyway. Nice.

 

So, now if I want to send money or withdraw money from that PayPal account, I need to ask my family member to do it. Even with a VPN/IP-fooler in place, it still doesn't work when I try it from here.

Emailing is often no use, if you get any response at all. Even asking a direct question, someone will only read half of it, miss or ignore your point entirely, and send you a pre-scripted response that doesn't help your specific situation. I have telephoned and been able to speak with really nice and helpful people, though.
