Payment Denied by Lyft and Uber and I can't figure out why....

Howdy.
I am going to describe my problem to you and see if anyone has any suggestions.
The reason I got a Paypal account is because I wanted to use them as a method of payment for Lyft and Uber when I am traveling in the States. (I live in Canada.) I did this successfully on several trips in 2015/16.
However in 2016 someone fraudulently used my Paypal account. Apparently I had left my Ebay account linked to it (did not remember this) and the thief bought themselves a nice watch. I noticed, reported it and Paypal refunded the funds immediately...however I was left with a red flag on my account until they completely resolved the situation. I was traveling in U.S. the following week and when I went to use Lyft and Uber they both denied my method of payment...even though I had lots of money in the account and free rides to use. I was very frustrated and called them both and it seems to be related to that red flag.
I assumed when the red flag was gone my troubles would be over.
OK...flash forward to May, last month, I am on vacation in Las Vegas and STILL, both companies will not allow me to use Paypal as a method of payment. The red flag has been gone for months. I contacted both of them and they say there is no issues on their end the issue must be with Paypal. I contact Paypal and they say there is nothing preventing the payment from going thru. I have used Paypal to pay for other things in the last month.....but Lyft and Uber will not work.
So I am stymied....no one can offer any help. The Lyft person suggested uninstalling the APP and then putting it in again...that did nothing. I asked I they (Lyft/Uber) could delete my account and just let me sign up again but they won't do that.
I can't even test out any "fixes" until I am traveling in the States again.
It seems that I am being punished for all eternity for what some thief did!!!
It makes no sense.
