Error Code -901 Why?

I have a problem everytime i try to purchase something through paypal i get declined. I went to the bank this morning to deposit as well as check my current US$ balance which is 102.31 at the moment and im trying to purchase something totalling exactly US$100.00 why is it im always declined, furthermore from reading other posts each time I attempt to make a purchase im being charged $US1.00? is this through? so as i've attempted 3x times does this mean i now have a balance of below $100 and connot make my purchase anymore?

Please help I'm tired making back and forth trips to the bank.

Sounds as if you have not confirmed the card.

When you add a card it debits you a small amount and when you confirm the card with the 4 digit code it refunds it back to you.

I've made purchases through Paypal numerous times before though, if i try to purchase something a little cheaper it will complete the transaction , so is there some sort of hidden fees going on here? I'm curious to know if my balance is now lower than it was when i went to the bank earlier and I have not made any successful purchases.

Please Advise.
