Are you saying you withdrew funds from your PayPal account, into your bank account? Something doesn't add up with your story. Your bank doesn't charge NSF on deposits, only on withdrawals. If you bought something online, and funded it with your bank account through PayPal - but your bank has a limited transaction amount it will decline the transaction and the bank has the right to charge an NSF fee. PayPal will always make a second attempt after the first has failed to withdraw funds from a bank.
