The whole point of paypal is that you fund your paypal payment via a bank account / debit card or credit card and that info is kept confidential and its a lot quicker to pay as you don't have to keep entering card details.
How do you expect to pay if you don't link a funding source??
Also a lot of sellers are not registered businesses and so cannot accept credit and debit card payments etc but they can accept paypal payments. That applies to most ebay sellers so without paypal you would not be able to pay safely to them with a card.
Paypal also gives you buyer protection you would not have with paying them via bank transfer or cheque if they could not accept a card.
As a buyer you only need to link a debit or credit card at the moment and once verified you can then pay anyone that accepts paypal including all ebay sellers.
