Can I send money from India to Pakistan using paypal?

I have trouble with this for a very long time now. I am an Indian and because of my university rules change, we will have to publish an article in a scopus indexed journal. I got acceptance from a Pakistan journal but due to the political issues between India and Pakistan, the money transactions are not allowed and have so many restrictions.

I tried money gram, western union but the end result is nothing. Can I make this payment for the publication fee using paypal? Will I be able to send to the journal the publication fee from India,, considering that it is a Pakistan journal?

PayPall will have to comply with all international money transfer regulations and restrictions for the 2 countries.

Does that mean I can't use paypal for the money transfer now?

I really need a serious yes or no here.
