Dispute closed not in my favour with insufficient explanation

I just found out that a dispute I opened with PayPal has been closed (I did not receive an email about this yet). Long story short I bought a laptop and the keyboard was broken internally on the left side so you couldn't type without constant typos and stuck keys (typing 5wpm speed worked). Mouse pad was also flakey. I had important stuff going on that required a computer (which is why I bought it) and so used a plug in keyboard and mouse to get me through. I returned it at the 30 day mark. The buyer won't refund and PayPal says they don't cover "buyers remorse". The laptop was broken when I got it. How do I get a real answer out of them? This is my first dispute, I am not scamming, and I don't understand how companies can sell garbage and then blame the customer. I guess I really do have buyers remorse.. I seriously regret buying a garbage laptop and using PayPal to pay for it instead of my credit card.

If you received an item that was misdescribed then you should have filed for that straightaway.

 

By leaving it for 30 days it would indicate to paypal that the item was received in an ok condition and that is why they did not find in your favour i expect.

 

If you had filed as soon as you had received it then you could have waited until paypal found in your favour before returning it.

I explained clearly why I held onto the laptop for that long (I bought it because I needed one badly for important work in Jan/Feb, and had to make due with it using a plug in mouse and keyboard because I am not made of money nor time) I returned it as soon as I was able, and I even gave the seller the oportunity to fix the laptop. I then waited 10 days for them to do so before calling them to find out it would be 8-10 weeks before I would have my laptop back in working order (an admission that the laptop was sold to me in a damaged/defective state). It was then that I escalated the claim with paypal.

 

If I had bought this laptop with my credit card their policies would have clearly favoured me, in that I was sold defective goods, or goods "not of merchantable quality" as it states in Consumer Protection Act. It amazes me that if I am unable to return a defective product within 15 days of purchase then they can sell me garbage with no recourse, but they can take up to 10 weeks to facilitate rapairs on the same thing and not be in breach of any contract. 

 

What more is needed when the SELLER THEMSELVES admit the product needed repairs?
