Hello. I bought an international package using Paypal. Later on, I see a charge of $3.99 from a company called GLOBAL PAYMENTS on my checking account. Is this from my international purchase? I used a credit card through paypal, not my bank account or debit card.

Probably related to a shipping charge. Did you recently purchase sometihing internationally? What were the terms of the shipping charges and shipping company?
Was it part of a Global Shipping Program on eBay?

Just did the obvious: Google search.
Global Payments is an payment service by Authorize.net--an alternative to credit card payments. A PayPal competitor, apparently with a monthly charge.
