H&R block emerald card that my tax money went on isn't letting me send money

 I am trying to use the emerald card that my tax money went on to send money and it isn't letting me. Does anyone know why? The card just has h&r block customer on it instead of my name. That's tha only reason I can think of

Sounds as if its a card paypal does not accept.
