Prepaid cards are a challenge.
First the card should have either a Visa or MC logo, private label cards won't work. Next, you need to register both your name and address with the card issuer. This should be done before attempting to link it to your PayPal Account. Next, the name and address you used to register with card issuer must be the name and address you used to setup your PayPal Account - in other words, everything should match.
Then you can try to link and confirm the card.
Note, if have done the above and then tried more than twice to link and confirm the card, you would need to contact customer support for additional assistance.
