How do you use Green Dot even tho I tried to make a account but it doesn't work?

I bought green dot Visa card at a store. I put money in the green dot card. Then I tried to make a account on green dot but it didn't work. I tried again and again. Nothing is working. I really need help making a account even tho I made one already but it didn't work.
