Hey just a quick question.
If I remove my bank account will they take the funds owed from my debit card?

Based on your question, I'm assuming that your PayPal account has(had) a debit card and a bank account on file. I'm also going to assume that you're in the US. If you're not, my answer below may not specifically apply to your situation.
In that situation, you are correct that removing the bank account would prevent future payments from using that bank account.
If a payment had already been sent using your bank account and the bank transfers fails, PayPal will email you, wait three days then try again to give you a chance to add funds to the account. If the second attempt fails, then PayPal would attempt to charge the back-up card set for that payment. If the back-up card is denied, there could be further attempts to debit the bank account if the PayPal account goes negative due to the denials.
During this time, the system will not allow the bank to be removed as the payment is still pending in a sense.
I know that process can be confusing so I hope that makes sense. 🙂
