Hello,
So I'm a bit confused. I linked my WMC as a bank account to Paypal and it worked fine, got verified and everything. As in it sent the two tiny deposits and then also took them back.
However, I had $25 on the account on Saturday, and so I did a bank transfer from Paypal to the debit card (the debit card is linked to a green dot bank account) and it says it was 'completed' today, but the money is not on my card. Is Walmart really going to decline the deposit? Even though it's a legit bank deposit and even though PP and Walmart can clearly interact as seen through the verification process?

Thank you for your inquiry. Yes, you may transfer funds from your PayPal account to your Card.
Please follow these steps for a successful transfer:
1. Go toWalmartMoneyCard.com.
2. Click on the "Add Funds" tab.
3. Select "Online Bank Transfer" then the option where to get the funds from.
4. Save/secure the information that the page will give you such as the bank name, ABA routing number, ACH number and type of account.
5. After finishing step 4, go to your PayPal account or your bank's website and follow the ACH transfer procedure.
The timeframe for the transfer to take effect is 1 to 3 business days. You may transfer up to $500 per day and up to $7,500 per 30 day period.

Normally, assuming you have a US PayPal Account, you can only transfer funds to your bank account, not a credit or debit card regardless of what it's associated to. However, as policies can change, suggest that you follow-up with customer support with your concerns.
