Seller is demanding I close case

I have a paypal claim because I bought 3 items on etsy, then the seller only shipped 1. The package was not damaged or opened at all. He would not answer my messages so I started an Etsy claim. He closed the etsy case by stating he gave me a full refund. Which he did not do. Then I started a paypal claim and he starts messaging me that he will refund me if I cancel the paypal claim. I said that he is untrustworthy so I cannot do that, and that he can resolve the case by refunding me. He responded that it's ok if I don't believe him. I responded again, saying that he can refund me to resolve the issue and I will close the case. Then he again demands that I close it without knowing if I will get a refund or not. If I closed this case and he again lies and doesn't refund me, there isn't much I can do right? By me saying to paypal that the case is resolved I cannot open a new claim?

You are correct, he can refund you whilst the case is ongoing.

 

Do not close it or you may not get a refund (probably won't) and you can't re-open a closed case.

Thanks!!!! I've never had to open a case before and I'm pretty sure he's totally lying to me.

I have a problem similar to urs, (seller) "We can't ship another tee out until you close the PayPal dispute. Simply because if we ship it out you can still keep the dispute open. Let me know when you close it and we will release the order out to ship" Can you help me plz!! :,(
