Two charges appeared on my AMEX statement dated 11/12/15 - onefor $13.98 and the other for $10.99 and they were both listed as professional services and the Paypal phone number was listed. These charges do not appear on my PayPal statements and I do not recognize making the charges. Since I was unable to contact Paypal at the time (holiday weekend), I went into my AMEX account and filed a dispute. They will contact Paypal for detailed information about the charges.
