Why can't I send a payment?

It worked fine yesterday but for some reason when I go to click on "Send Money" I get this error message "Unfortunately, we can't complete your request to send money" .... There's no explanation either, my account is in good standings so I don't see what the problem is.

Ok, I was able to make a payment using my bank account. But I got a automated message from paypal saying that my credit card transaction couldn't go through and that my card had to be verifyed with the 3-4 digit code on the back. So I tried to do that but when I tried to "save" it said the name and address on the card hasn't changed so your settings were not saved.... 

Do I have to delete the card then re-enter it?! If so, what's the point but an extremely huge inconvenience.
