I bought an item that was not as described. The seller agreed to accept the return and only pay back the amount we agreed on. They would not cover the Paypal GOODS & SERVICES charges. Is this correct or should I be refunded the full amount that I spent?

You should get fully what you payed for if he does a refund through the same payment, so basically he presses the refund button and then puts in full refund and not partial then you should get it all.
