Probably a security or risk issue. You would need to contact the seller for more information or contact PayPal cusotmer service. Neither company is likely to disclose their security and risk models, though.

It does make sense; doing 2 transactions close toether can raise risk issues.
Even with credit cards, it can be an issue of your duplicate a service for a second payment the same day.
There may be other issues; I suspect it has a lot more to do then just your fund balance.

No, you can buy only one gift card per transaction. You may make repeat purchases but limits may apply to the amount and number of gift cards you can buy.
PayPal can limit the number of gift cards you can buy. No explanation would be required by PayPal.

I have no idea; the comment was only an example of what could happen, even with a credit card.
PayPal has a right to limit the number of cards purchased. If you need specific informaion, just phone PayPal customer service and ask. Click on the "contact" link at the bottom of the page for options.
