Finally this issue has been resolved. After all the attempted payments on eBay through PayPal - PayPal actually put a hold on my account. After numerous calls and emails - finally someone actually listened to the problem rather than just trying to "walk" me through the check out over and over without results. Good luck with getting your PayPal issues resolved - just keep trying. I actually double checked to make sure name was spelled out (full formal name) on both accounts, same ship to address (we use PO Box for mail and street for shipping), linked and un-linked PayPal from Ebay. Signed out and back on numerous times after each change -- but in the end it was actually getting someone at PayPay to read the email about the problem -- 3rd person was actually able to help.

for me the problems keep on and on, over 100,000 transactions with paypal and getting the never ending 70266 PERMISSION_DENIED paypal. Seems like paypal cannot handle more than 50 transactions a day now

I had the same message and find it very suspicious. Just as if the buyer sets it so it doesn't work with paypal. Strangely during the same day I got two fake paypal messages telling me to update something in my account. I never click on these links directly in the email. When I logged into Paypal, everything was fine. I guess it's just a trick to make us believe there is something wrong with our PayPal account and then try to get our login info via that fake email... beware.

Was just told by a paypal rep that there is "nothing they can do" that the computer tells them no they cant release they payment and that no one can override the system. What the heck? I asked for a supervisor, she said no one could ever tell me more information and I am wasting my time.
OK hang up call again. Next guy tells me its because of my location. And that he will submit a ticket for security to check into this as I have always been in this same location.

I call my card issuer and they resolve it. I exceed some kind of limit, they just restart it to the starting point.

So basically, there is no definitive answer from any of us and PayPal won't give an answer.. Great!

I found the problem......been having the same issue for days. Make sure your shipping address and full name is the same as your paypal account. I had a different last name on my ebay account and until I switched it on the order it woukdnt go through.
