Can you spend paypal funds that you have, before linking a debit/credit card after you link one?

Let's say you start a paypal account, and decide not to link your cards.
Some family sends you some funds through the personal tab.
After some time, you link your debit/credit card to your paypal account.
Is that money still accessible? Or is it somehow stuck/lost in paypal?
How long until paypal persistently asks you to link your cards?

The money stays in your paypal account ,now if you have successfully linked a card,then you can transfer fund to the card,if you are in certain country where you can transfer fund with a card.
In USA,you can transfer to a bank account or ask for a bank check or to a Paypal prepaid debit card.
