Release amount and payments held in your Pending Balance for up to 21 days Funds Availability hold are kinda two separate situations.
Your release amount is a limit on the immediate access to the money from payments received in a calendar month. You can access the funds below your release amount as soon as payments are received. Above that amount, the money becomes available 21 days after you receive the payment. Adding tracking will not release money early in this case.
This is different from the up to 21 day Funds Availability hold where your money is held in pending balance section immediately as it is received into your account and you have to upload tracking number to have each payment released sooner than 21 days. It is a regimen for new sellers to establish a selling history with PayPal or established sellers whose selling patterns or volume suddenly spike.
It seems like your account was put under the Funds Availability hold on per payment basis. You can request to increase your release amount by upgrading to a business account if your business is growing. If you already have a business account, you may have to wait until the option is available again, likely after PayPal releases your account from the Funds Availability, the up to 21 day hold (7 days in your case per domestic transaction, 14 days per intl transaction after tracking number is submitted).
You can call PayPal customer service for assistance to see if you can request an increase of your release amount at this point in time.
