Using my VISA for Paypal. Charges by VISA for cash advance?

Am I going to get dinged by my VISA co. if I use my credit card (via Paypal) to buy on EBay? In other words, does it get treated as a cash advance by my credit card company?

In the past, no.
I thinkk there may have been changes recently, so I'm not sure.
Suggest you just use your credit card directly for the purchase. Log out of your PayPal account in advance and check the payment options very, very carefully when you go to pay. I think there should be an almost hidden option to use a credit card.

No, you will not get charged cash advance fees by your credit card if you are making straight purchases (selecting Visa as your payment method at checkout after logging in to your PayPal account). Nor will you get charged cash advance fees using the merchant's non-PayPal checkout with your credit card for a purchase.
Now if you are using your credit card to send cash to another PayPal user as personal payment, cash advance fees may be applied by your credit card as well as PayPal fees.

That sounds good, it's hard to imagine that Visa is Not going to get paid by someone though.

Credit cards are generally for purchasing goods and services but when you want to get cash money out of your credit line, that is when they charge cash advance fees because they advanced you cash money, no consumer goods or services involved. It has always been like that. This is described in your cardholder agreement.
Credit card networks get paid by charging their merchants a service fee to run the charge on your card account aka accept credit card payments. So if you sent a personal payment using your credit card, PayPal charges their fee and the credit card charges a cash advance fee. It has been this way like forever.
