You will need to file dispute with your card issuer as Guest transactions are not recorded on PayPal since you did not log in to pay.

You didn't make the purchase with a PayPal acocunt, so there is nothing PayPal can do. PayPal provides dispute service to PayPal members.
Phone the number on the back of your credit card to initiate your dispute.

The only way you can dispute or even covered by Purchase Protection with PayPal is when the transactions are listed on a PayPal account by paying with a PayPal account. But since you paid as guest and not through a PayPal account, you have to dispute with the payment method used which is your card issuer. It is not difficult. Log into your card account, find the transaction and report it. If it costs then it is going to cost to dispute with your card issuer. It is what it is.

It looks like you used your bank debit card rather than a credit card. You need to look at your agreement for your debit card and what recouse you have with the card. If you had used a credit card with a credit account your protection would have been much better.
Assuming your debit card was either a MC or VISA card, they might have some suggestions.
The seller would have the option to correct or not; that would be the seller or eBay.
For a purchase, the first place to go with a problem is the seller, not the payment processor, so contact the seller or eBay; that's where the problem started, not with PayPal..
