Filing a dispute as a guest

I recently tried purchased a stuff monkey on ebay and check out as a guest. Ebay stated that the transaction hadnt gone through and to check the address and card number and try again. Yada yada yada ... I was charged for times but i had never gotten a reciept from ebay. I check my email and saw that due to governmwmt policies my attempted purchase of a stuff monkey had been flagged as a suspicious transaction... 4 times. It stated that the purchase would go through after 72 hours. Having been charge 4 times this wasnt comforting. I called the papypal customer help (there is no alternate line for purchases as a guest) i could jot remeber my paypal info and i was made to wait on hold for a hire tier over and over. It was days later when someone told me i had to prove my identity to paypal -even though i was checking out as a guest- buy sending my personal information to the compliance email. I hated it but i did. They sent an email stating that there was a message sent to my paypal acct. Ahhhh i couldnt sogn in to paypal. I had to go far out and away to find the information. When I finally got in? Nothing just a blanket automatic email stating that i couldnt write back to the response. I couldnt check the staus of the claim either because i made the purchase as a guest. If you search this community youll find a resolution stating the benefits of signing out as a guest. Which is obviously useless to me. I feel ive been stolen from and the company has completely shut me in the cold. Its been a week i still havent talked to a real person with any help. Just give me back my money so i can close my acct.!

You will need to file dispute with your card issuer as Guest transactions are not recorded on PayPal since you did not log in to pay.

It cost me money to file a dispute with my bank and they told me the only answer was through paypal. This was a simple purchase. Why is has this been made to be so very difficult? Just credit the money back to the card? Antthing else is stealing.

You didn't make the purchase with a PayPal acocunt, so there is nothing PayPal can do. PayPal provides dispute service to PayPal members.

 

Phone the number on the back of your credit card to initiate your dispute.

Well im sorry if i have not made it clear. The charges on my bank statement are through paypal. The seller uses paypal and the original email sent to me about the flagged purchase was through paypal. The money wasnt taken by ebay that is why I never recieved a reciept. This is completely a paypal issue. Every answer ive gotten is completely infuriating. If you dont have answer please direct this to someone who does.

The only way you can dispute or even covered by Purchase Protection with PayPal is when the transactions are listed on a PayPal account by paying with a PayPal account. But since you paid as guest and not through a PayPal account, you have to dispute with the payment method used which is your card issuer.  It is not difficult.  Log into your card account, find the transaction and report it.  If it costs then it is going to cost to dispute with your card issuer.  It is what it is.

I was given a claim and have gone through the chanels with no response. My bank has told me that i would need to speak with paypal as this is not a fruad case rather a dispute. This was something paypal did to me and has been completely unapologetic about. Do you actually work for paypal or do you just dole out bad advice? Why is that they can see a charge and a hold on a card and not issue a refund? Why is there an endless circle of finger pointing when it is this company alkne who has recieved money and kept it? If you were right why was i ask to send proof of id? This is the worst

It looks like you used your bank debit card rather than a credit card.   You need to look at your agreement for your debit card and what recouse you have with the card.  If you had used a credit card with a credit account your protection would have been much better.

Assuming your debit card was either a MC or VISA card, they might have some suggestions.

The seller would have the option to correct or not; that would be the seller or eBay.

For a purchase, the first place to go with a problem is the seller, not the payment processor, so contact  the seller or eBay; that's where the problem started, not with PayPal..

I used my email linked to a previous paypal acct. I had forgotten the information and elected to purchase as a guest. The seller used paypal and when it was flagged an email was sent my yahoo act. stating that the government flagged my purchase. The payment had never gone through ebay so i had no tramsaction number through them. When i called and gave my credit card info to paypal they were able to see my payment and that it was being held but would not refund me. I was told to send my od and proof of address but i have never heard anything back and since i checked out as a guest i cannot check the status
