How to send monies for free?? (without fee)

I'm trying to send money as a gift to a friend but don't want to be charged, and don't want them to be charged either. Is there a way that is entirely free to send money? I'm sending from my bank account to their bank account, by way of their e-mail. I've tried the "personal" option and either way, it seems to charge the recipient 3% in order to receive the funds. Any thoughts?

If you select the family and friends option then it is free to send a personal payment as long as you are not funding it with a credit card AS LONG AS you are both in the same country.

Is this US only? Whenever I send funds to my family (PayPal to PayPal), they pay a fee. We're in the same country, but not the US.

BANK debit card is charged the same fee as a credit card.

Thank you for your answer. The country is Jordan. I'm also wondering about the fee in Brazil but I'm guessing it'll be the same as Jordan.
