IS PAYPAL DOWN NOW? Multiple errors

I tried to issue a refund this AM and got the following error: " CANNOT ISSUE REFUND DUE TO CUSTOMER CREDIT CARD ISSUE".

Then I went into eBay to pay for an order and got this error: "MERCHANT CANNOT ACCEPT PAYPAL RIGHT NOW"

so I purchased something else from another merchant and got the exact same message!

Whats going on?
